Narrative:

I was on a simulated IFR x-country. I had a flight following with kcc and was handed off to jln tower. I was told to intercept the localizer course inbound. I turned onto the localizer course and descended to my MDA. Over the threshold the tower asked my position. I initiated a go around since I figured the tower had no idea as to my whereabouts. I asked to do the approach again. The approach went fine and I headed to eos. About 30 mi away kcc told me to report to jln. I switched frequencys and contacted tower. They asked for name and home base of the aircraft. I decided to return to jln to find out what the problem was. I was told when I landed by the tower manager that there was a near miss. I had no idea any of this had happened because we were contacted by no one. He asked me to fill out a report which I declined to do wo that I could talk to my instructor first. My safety pilot didn't see the other aircraft either. The thing that bothers me most is that the tower had not idea any of this happened over the threshold and the controller asked my position. He was not doing his job because he had 2 aircraft stacked and didn't tell me to pull up. He was playing with 4 people's lives. The other pilot should have let me know I was on top of him. I know I sure would have. Callback conversation with reporter revealed the following: reporter states neither he nor tower were aware of any problem. Instrument and spi were in aircraft below his on final, did not say anything. Instrument went to tower after landing and said he would file a report. Problem occurred because reporter did not hear all of the clearance. He was told to report when intercepting the localizer. He did not hear that portion re: report. He did not report. He now knows to repeat all aspects of a clearance, even if ATC gets upset with him. Chief pilot went to renew his F/east examiner designation and discussed problem with FSDO representative who said reporter would have a hearing. However, he has heard nothing from FAA.

Title: SMA PLT ON SIMULATED ILS APCH EXECUTES GO AROUND WHEN TWR REQUESTS POSITION. ANOTHER ACFT BELOW ON APCH PATH REPORTS NEAR MISS AFTER LNDG.

Narrative: I WAS ON A SIMULATED IFR X-COUNTRY. I HAD A FLT FOLLOWING WITH KCC AND WAS HANDED OFF TO JLN TWR. I WAS TOLD TO INTERCEPT THE LOC COURSE INBND. I TURNED ONTO THE LOC COURSE AND DSNDED TO MY MDA. OVER THE THRESHOLD THE TWR ASKED MY POS. I INITIATED A GAR SINCE I FIGURED THE TWR HAD NO IDEA AS TO MY WHEREABOUTS. I ASKED TO DO THE APCH AGAIN. THE APCH WENT FINE AND I HEADED TO EOS. ABOUT 30 MI AWAY KCC TOLD ME TO RPT TO JLN. I SWITCHED FREQS AND CONTACTED TWR. THEY ASKED FOR NAME AND HOME BASE OF THE ACFT. I DECIDED TO RETURN TO JLN TO FIND OUT WHAT THE PROB WAS. I WAS TOLD WHEN I LANDED BY THE TWR MGR THAT THERE WAS A NEAR MISS. I HAD NO IDEA ANY OF THIS HAD HAPPENED BECAUSE WE WERE CONTACTED BY NO ONE. HE ASKED ME TO FILL OUT A RPT WHICH I DECLINED TO DO WO THAT I COULD TALK TO MY INSTRUCTOR FIRST. MY SAFETY PLT DIDN'T SEE THE OTHER ACFT EITHER. THE THING THAT BOTHERS ME MOST IS THAT THE TWR HAD NOT IDEA ANY OF THIS HAPPENED OVER THE THRESHOLD AND THE CTLR ASKED MY POS. HE WAS NOT DOING HIS JOB BECAUSE HE HAD 2 ACFT STACKED AND DIDN'T TELL ME TO PULL UP. HE WAS PLAYING WITH 4 PEOPLE'S LIVES. THE OTHER PLT SHOULD HAVE LET ME KNOW I WAS ON TOP OF HIM. I KNOW I SURE WOULD HAVE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES NEITHER HE NOR TWR WERE AWARE OF ANY PROB. INSTR AND SPI WERE IN ACFT BELOW HIS ON FINAL, DID NOT SAY ANYTHING. INSTR WENT TO TWR AFTER LNDG AND SAID HE WOULD FILE A RPT. PROB OCCURRED BECAUSE RPTR DID NOT HEAR ALL OF THE CLRNC. HE WAS TOLD TO RPT WHEN INTERCEPTING THE LOC. HE DID NOT HEAR THAT PORTION RE: RPT. HE DID NOT RPT. HE NOW KNOWS TO REPEAT ALL ASPECTS OF A CLRNC, EVEN IF ATC GETS UPSET WITH HIM. CHIEF PLT WENT TO RENEW HIS F/E EXAMINER DESIGNATION AND DISCUSSED PROB WITH FSDO REPRESENTATIVE WHO SAID RPTR WOULD HAVE A HEARING. HOWEVER, HE HAS HEARD NOTHING FROM FAA.
