ACARS printer was turned off. Aircraft unable to receive messages; in this case an amendment to his release for the addition of an MEL. Flight departed the gate on time; with out the amendment. Hoping to get the amendment while taxiing (which he did).turning off the ability to communicate with the flight violates cfrs and is extremely unsafe.someone turned off the ACARS printer. Nothing in the dispatch manual instructs how to turn a printer on or off; or why this would ever occur. No RF files cover procedure to turn ACARS printer on. Turn off ability to turn off ACARS printers!
