Narrative:
Captain reported smoke in flight deck and cabin; initially wanted to divert to rctp and under captain emergency authority entry into rctp denied by rctp ATC air-return back to the departure aircraft over landing weight needed to dump fuel per landing report; captain later called to advise that he actually dumped 50;000 lbs. Flight crew requested runway 5/flaps 25 wet-landing. Rctp did not give the reasoning for their refusal for making landing into rctp.
