Aircraft X was wsw bound descended from FL350 to FL310. Air carrier Y was level at FL330, requesting 370 and climbed to 370. Air carrier Y then requested to stay at 330. Air carrier Y was turned to a 230 heading (approximately a turn of 60 degree). Air carrier Y asked to stay on course and climbed. Reissued the 230 degree heading. Eventually turned to 270 degree and aircraft X turned to 180 degree (approximately a turn of 70 degree left). Separation was lost.

Narrative: ACFT X WAS WSW BOUND DESCENDED FROM FL350 TO FL310. ACR Y WAS LEVEL AT FL330, REQUESTING 370 AND CLIMBED TO 370. ACR Y THEN REQUESTED TO STAY AT 330.
