Flight attendants (flight attendant) were originally scheduled for [flight X]. Our crew was legal up to XA10. As we approached this time we were still fueling air craft. Two chief pilots told us that we're closing the aircraft door. They were going to continue fueling while the doors were armed. They told the flight attendants this was legal because the jetway was hooked up to plane. Paperwork came thru the window. The door was closed to prevent flight attendant from going illegal with two minutes to spare. We continued to sit at gate while plane was refueling ; doors armed; paperwork thru window. I ask; along with my crew if this is safe. If there was a fire; door 2 is armed; jetway is filled with 2 chief pilots and 4 inflight supervisors. That slide would have been very dangerous.
