Narrative:

After completing a low RVR approach (first officer flying), we were allegedly told to 'advise controller upon clearing runway', a procedure which is normally imposed upon the PIC during low visibility conditions in clt. In a 2-MAN crew situation this, and most all other ground-radio contacts, are performed by the first officer. After clearing the active runway the first officer mistakenly contacted ramp control before acknowledging to local on ground control that we had cleared the runway. As captain and PIC of the flight, I failed to monitor the first officer's communications channel quickly enough, and did not realize we'd missed the 'cleared off' call until too late. Upon contacting ramp control, we (I) was advised to give the tower a call on the phone after reaching the gate. I was thereafter given a well-deserved scolding. The reason being that our failure to call 'clear' resulted in the tower's having to require the aircraft following us to execute the missed approach. However, even though it did cause an 'inconvenience' to the aircraft on approach behind us. No conflict of safety ever existed as a result of our communication failure to the tower.

Title: FLT CREW OF LTT ADVISED TO NOTIFY TWR WHEN THEY HAD CLEARED THE RWY AFTER A LOW VISIBILITY APCH. FLT CREW TURNED OFF RWY, NEGLECTED TO ADVISE TWR, FOLLOWING FLT HAD TO MISS APCH, GO AROUND.

Narrative: AFTER COMPLETING A LOW RVR APCH (F/O FLYING), WE WERE ALLEGEDLY TOLD TO 'ADVISE CTLR UPON CLEARING RWY', A PROC WHICH IS NORMALLY IMPOSED UPON THE PIC DURING LOW VISIBILITY CONDITIONS IN CLT. IN A 2-MAN CREW SITUATION THIS, AND MOST ALL OTHER GND-RADIO CONTACTS, ARE PERFORMED BY THE F/O. AFTER CLEARING THE ACTIVE RWY THE F/O MISTAKENLY CONTACTED RAMP CTL BEFORE ACKNOWLEDGING TO LCL ON GND CTL THAT WE HAD CLRED THE RWY. AS CAPT AND PIC OF THE FLT, I FAILED TO MONITOR THE F/O'S COMS CHANNEL QUICKLY ENOUGH, AND DID NOT REALIZE WE'D MISSED THE 'CLRED OFF' CALL UNTIL TOO LATE. UPON CONTACTING RAMP CTL, WE (I) WAS ADVISED TO GIVE THE TWR A CALL ON THE PHONE AFTER REACHING THE GATE. I WAS THEREAFTER GIVEN A WELL-DESERVED SCOLDING. THE REASON BEING THAT OUR FAILURE TO CALL 'CLEAR' RESULTED IN THE TWR'S HAVING TO REQUIRE THE ACFT FOLLOWING US TO EXECUTE THE MISSED APCH.
