Narrative:

I was working sectors 7 and 8 combined at anchorage ARTCC on a mid shift. Zan radar was out of service and non radar rules were used for all but about 10 mins prior to the time of the deviation. Air carrier X was an overflt from rjaa to kord (?). Air carrier X route of flight was from coordinates dct bka dct lvd dct yqu/. SOP's require that edmonton and vancouver centers be informed with a transfer point of lvd. I failed to pass the transfer to either center. I advised air carrier X to contact cyvr on 134.5 at 126W longitude. As air carrier X departed zan airspace, I was relieved from duty by the am shift. Approximately 30 min after I was relieved, the sector 7/8 controller received a call from edm in regard to who air carrier X was. It was then brought to the attention of the supervisor. Contributing factors: zan radar was out of service. It returned as air carrier X was departing the center and I was in the process of 'setting up' the radar for us. The deviation occurred 20 mins prior to the end of a mid shift. Yzp radar at cyvr was unmonitored but working. The aircraft comm instruction change was given which allowed the aircraft to be non radar and out of frequency range for approximately 30 mins. (Air carrier X was given same comm instructions as air carrier Y, who was same route of flight and 45 mins in front of air carrier X). I feel that the deviation was a direct result of human error.
