Narrative:

Air carrier X departed fll, issued a heading of 050 to 3000 ft for WX east of fll. The coordination was accomplished with mia departure for the northeast turn. Mia departure did not protect the airspace and turned an air carrier Y southwest off of fxe airport and issued a climb above 2000 ft. The aircraft passed within 150 ft of each other. This incident would not have occurred if mia departure had protected the airspace that they gave to fll due to the WX east of the airport.
