Narrative:

Small aircraft X was being vectored for ILS runway 5 to fit inside of small aircraft Y already on the ILS. Relieving controller didn't like the sequence and told trainee to turn small aircraft X left to 050. Relieving controller then told trainee to turn small aircraft X left to 230. Trainee did both. However, small aircraft X turned right to 230 and became a conflict with small aircraft Y. Small aircraft X was told to turn right to 280 (by relieving controller). Callback conversation with acn 126721 reporter revealed the following: FAA did not file operational error or pilot deviation. Small aircraft X pilot and FAA supervisor discussed the incident. Pilot admitted mistake. The reporter stated he was the instructor controller. Position relief was in progress. The relieving controller didn't like the sequence and instructed the developmental to turn small aircraft Y.

RELIEVING CTLR THEN TOLD TRAINEE TO TURN SMA X LEFT TO 230. TRAINEE DID BOTH. HOWEVER, SMA X TURNED RIGHT TO 230 AND BECAME A CONFLICT WITH SMA Y. SMA X WAS TOLD TO TURN RIGHT TO 280 (BY RELIEVING CTLR). CALLBACK CONVERSATION WITH ACN 126721 REPORTER REVEALED THE FOLLOWING: FAA DID NOT FILE OPERATIONAL ERROR OR PLT DEVIATION.
