Narrative:

1) aircraft was assigned runway 30R, to hold short of runway 30L at taxiway bravo (aircraft parked at FBO on south side of airport). 2) aircraft stopped to perform run-up. 3) controller called aircraft and reassigned runway 30R, to hold short of runway 30L at hold lines. 4) aircraft crossed runway 30L west/O clearance. 5) controller inquired why pilot crossed west/O clearance. Pilot replied, 'I thought you cleared me to cross.' cause of problem: lack of attention to instructions by pilot. Prevention: evaluation of pilot's currency and knowledge of airport.
