Narrative:

I approached rbd from the east with a transponder code given earlier by regional approach. I contacted rbd tower 22 mi out, with information. WX conditions were clear with very light and variable winds. Rbd tower asked my intentions and I responded landing. The tower gave me a left downwind to runway 13. I did not catch 13 and thought it strange for left to 31. I asked if I could have a right turn from the OM. It was approved with pilot discretion. I asked if the G/south was working. The tower said yes. I went to the OM, tower warned me of traffic on at least 2 occasions on my inbound approach. I intercepted the localizer and started down the G/south at the OM, thinking I should land 31. Tower never indicated to me that I was coming down the runway. 31 is the only ILS runway and the VASI was working. I landed 31. When I got off the runway and talked to ground I was told to call the tower. Having read the article that warns do not call the tower, I went home to file an ASRS report so that I would not lose my license. I did not realize I was landing the wrong way nor did tower ever give me any warning, even though it warned me of traffic on at least 2 different occasions. The plane had radio work performed the previous day. One of the purposes of this flight was to test the integrity of autoplt and radio work performed. When talking to shreveport approach earlier, shreveport could not understand us. The shreveport frequency was given us by longview approach, 118.25. On return trip at 2000' we were unable to contact shreveport approach.

Title: PLT OF SMA LANDED AGAINST TRAFFIC ON WRONG RWY.

Narrative: I APCHED RBD FROM THE E WITH A XPONDER CODE GIVEN EARLIER BY REGIONAL APCH. I CONTACTED RBD TWR 22 MI OUT, WITH INFO. WX CONDITIONS WERE CLR WITH VERY LIGHT AND VARIABLE WINDS. RBD TWR ASKED MY INTENTIONS AND I RESPONDED LNDG. THE TWR GAVE ME A LEFT DOWNWIND TO RWY 13. I DID NOT CATCH 13 AND THOUGHT IT STRANGE FOR LEFT TO 31. TWR NEVER INDICATED TO ME THAT I WAS COMING DOWN THE RWY. 31 IS THE ONLY ILS RWY AND THE VASI WAS WORKING. I LANDED 31. WHEN I GOT OFF THE RWY AND TALKED TO GND I WAS TOLD TO CALL THE TWR. HAVING READ THE ARTICLE THAT WARNS DO NOT CALL THE TWR, I WENT HOME TO FILE AN ASRS RPT SO THAT I WOULD NOT LOSE MY LICENSE. I DID NOT REALIZE I WAS LNDG THE WRONG WAY NOR DID TWR EVER GIVE ME ANY WARNING, EVEN THOUGH IT WARNED ME OF TFC ON AT LEAST 2 DIFFERENT OCCASIONS. THE PLANE HAD RADIO WORK PERFORMED THE PREVIOUS DAY. ONE OF THE PURPOSES OF THIS FLT WAS TO TEST THE INTEGRITY OF AUTOPLT AND RADIO WORK PERFORMED. WHEN TALKING TO SHREVEPORT APCH EARLIER, SHREVEPORT COULD NOT UNDERSTAND US. THE SHREVEPORT FREQ WAS GIVEN US BY LONGVIEW APCH, 118.25. ON RETURN TRIP AT 2000' WE WERE UNABLE TO CONTACT SHREVEPORT APCH.
