Narrative:

Departed salinas airport, salinas, ca, approximately XX30 3/fri/89, VFR. Departed runway 13, requested right turn direct mry. Approximately 10 mi west salinas, leveled 1500' MSL, contacted may approach 133.5 8 mi east at spreckles reporting point, given transponder squawk. My heading was 200 degrees, active runway mry was 10, wind 160 degrees 6-10 KTS. Following salinas highway 68 as procedure to stay south of fort ord, ca, firing ranges which were active. Approximately 5-6 mi from mry at location corral deterra housing area, heard, 'abc, turn left to heading 340 degrees.' on my left was a 3500' mountain, mount toro. I asked controller if he was talking to small aircraft X abc. No reply. Again, 'abc, left 340 degrees.' again, asked if he was calling small aircraft X abc. He replied, 'abc left to 360 degrees.' I requested to know why he wanted me to go north. I wa approximately 4 mi from mry. Controller was also talking to another aircraft, an small aircraft Y. Then said continued for right traffic 10R, which I did and landed. I was informed to call mry tower chief, at which time I was told I should follow instructions and that I could be cited a violation. I asked why he failed 2-3 times to identify me, we also have a club small aircraft which call sign ends in abc, and why he wanted me to go left toward a 3500' mountain. He informed me I should follow instructions--he wanted to put me north to the coast and fly coast into mry-- which would put me 18-20 mi distance when I was 304 mi from landing with very little aircraft activity at the time. This is not the first time many of us local pilots have had harassment from both mry and salinas towers. If you would like a diagram of my flight path I would be happy to send one, thank you.

I ASKED WHY HE FAILED 2-3 TIMES TO IDENT ME, WE ALSO HAVE A CLUB SMA WHICH CALL SIGN ENDS IN ABC, AND WHY HE WANTED ME TO GO LEFT TOWARD A 3500' MOUNTAIN. HE INFORMED ME I SHOULD FOLLOW INSTRUCTIONS--HE WANTED TO PUT ME N TO THE COAST AND FLY COAST INTO MRY-- WHICH WOULD PUT ME 18-20 MI DISTANCE WHEN I WAS 304 MI FROM LNDG WITH VERY LITTLE ACFT ACTIVITY AT THE TIME.
