Narrative:
Small aircraft X on practice ILS approach. I cleared small aircraft X for low approach. Make map and right turn heading 180 prior to runway threshold. Traffic in pattern runway 22. I cleared military Y for takeoff runway 22, straight out departure. I then went to sequence aircraft for runway 22 pattern when I turned to check on small aircraft X. Aircraft was well past the runway threshold, turning toward runway 22 upwind traffic. I issued to both aircraft. Military Y had traffic in sight and I observed military Y descend to avoid traffic.

Title: SMA X NON COMPLIANCE WITH ATC INSTRUCTIONS FAILED TO MAKE TURN PRIOR TO APCH END OF RWY HAD NMAC WITH MIL X TKOF ON INTERSECTING RWY. EVASIVE ACTION TAKEN DSCNT. PLTDEV. NON ADHERENCE WITH ATC CLRNC.

I THEN WENT TO SEQUENCE ACFT FOR RWY 22 PATTERN WHEN I TURNED TO CHK ON SMA X. ACFT WAS WELL PAST THE RWY THRESHOLD, TURNING TOWARD RWY 22 UPWIND TFC. I ISSUED TO BOTH ACFT. MIL Y HAD TFC IN SIGHT AND I OBSERVED MIL Y DSND TO AVOID TFC.
