Narrative:

Small aircraft X, VFR, departed runway 23L was given fly runway heading. Small transport Y IFR departed runway 23L was given turn right heading 270 degrees. Small transport Y began a turn very soon after lifting off to 270 degrees. Once divergence was accomplished, I instructed small aircraft X to turn right heading 255 degrees and contact departure. I then told small transport Y to contact departure. Both aircraft acknowledged frequency change. Approximately 1 min later, small aircraft X called the lcw position and stated 'departure what was that heading again?' I looked up at the BRITE and observed small aircraft X target merge with small transport Y target. I told small aircraft X to fly heading 255. Apparently small transport Y initiated a turn to avoid colliding with small aircraft X.

ONCE DIVERGENCE WAS ACCOMPLISHED, I INSTRUCTED SMA X TO TURN R HDG 255 DEGS AND CONTACT DEP. I THEN TOLD SMT Y TO CONTACT DEP. BOTH ACFT ACKNOWLEDGED FREQ CHANGE. APPROX 1 MIN LATER, SMA X CALLED THE LCW POS AND STATED 'DEP WHAT WAS THAT HDG AGAIN?' I LOOKED UP AT THE BRITE AND OBSERVED SMA X TARGET MERGE WITH SMT Y TARGET. I TOLD SMA X TO FLY HDG 255. APPARENTLY SMT Y INITIATED A TURN TO AVOID COLLIDING WITH SMA X.
