Narrative:

En route from cos to publication, level at 9000', departure reported traffic at 11 O'clock, altitude unk, and maneuvering. Approximately 2 min later, I spotted traffic at 11 O'clock heading left to right, climbing and turning directly into our path. I turned left (bank no more than 30 degree) and descended approximately 200-300' to avoid traffic. Traffic passed off right and we continued on to publication. Traffic that caused conflict was practicing maneuvers on an airway (V-19) and leveled off for cruise at an IFR altitude (9000').

Narrative: ENRTE FROM COS TO PUB, LEVEL AT 9000', DEP REPORTED TFC AT 11 O'CLOCK, ALT UNK, AND MANEUVERING.
