Narrative:

I discovered during boarding that two of the aft galley carriers' primary restraints were not functioning. A mechanic was called. He could not repair the problem but did not defer it or write it up. He said that officially reporting the problem would result in a delay. After he spoke with the cockpit they decided to send the aircraft with only the secondary restraints working and to not report the issue until the plane was enroute.
