Narrative:

I received a letter concerning a tooling issue. [There] is a concern that I am in violation of the maintenance procedures manual (mpm) by checking out a tool and not returning it by shift's end. I was a bump-up supervisor that night and this was at the start of the c-check; when there was not a tool cart made up yet. Being the supervisor; I took it upon myself to check out all the tools on the [job card] list so my guys had the tools available at the beginning of the shift. At shifts end; not all of the functions work was completed when I was relieved early the next morning. So; I left the tools checked out in my name. I did not think twice; since I had checked them out as an acting supervisor.
