Narrative:
Aircraft had transformer rectifier (TR) 2 out on preflight. Maintenance called out to aircraft in ZZZ. TR 2 had previously been on MEL; and then cleared. When maintenance came out; mechanic re-cycled TR 2 at least 10 times - then the center fuel pumps; yaw damper and class 3 airbleed lights came on. All items were written-up and cleared by maintenance. The lead maintenance person was no help in solving our problem; was only interested in 'when are you guys going to be done'! The MEL book was not current and we needed the new page; MEL 24-30-01c; faxed to ZZZ. Aircraft operated ok until tip tanks needed to transfer fuel; then the fuel transfer illuminated amber; but transferred the fuel ok. This aircraft has a problem with TR 2 causing other electrical problems. Recommend investigating the TR 2 problem as soon as possible.

Narrative: Aircraft had Transformer Rectifier (TR) 2 out on preflight. Maintenance called out to aircraft in ZZZ. TR 2 had previously been on MEL; and then cleared.
