Narrative:

August 2011; I was informed by my manager that air carrier X airlines had discovered; during a routine inspection; that the right-hand (right/H) elevator tab control rods where improperly installed with the hi-lok facing outboard (O/B) instead of inboard (I/B). According to [air carrier X] records; I was the last inspector to witness the rod installation. The aircraft has been in-service for over eight months and I cannot verify that no work was performed in this area after the aircraft left our repair station.
