Narrative:

A C172 was performing touch and go's on the runway. Ground coordinated to cross the runway at kilo 3 intersection. I scanned the runway and did not see any aircraft on final or rolling out. I looked at the d-brite and saw the C172 on 1/4 mile final. I visually saw what I believed to be the C172 out the window in the same position. I gave ground permission to cross the runway. I cleared the C172 for a touch and go. The aircraft replied he was waiting for a fuel truck. The sun was setting. There was significant glare which caused me to use both sunglasses and tower shades. In the future I will not use the d-bright for an aircraft that is in such close proximity to the airport; due to the lag in the radar; and to not try to beat the aircraft but rather to wait for him to pass.
