Narrative:

WX low IFR just finished several arrs and departure. Overheard crash fire rescue equipment request to do runway check with ground controller. Was advised by ground controller 'that the field was his.' later took handoff of aircraft X. All position were manned. Cc/lrac; local control; ground control; clearance delivery/FD; supervisor. I did not put a memory device in bay. Everyone was talking; no traffic. I worked aircraft X and cleared him to land and I forgot I gave ground control the field. By the grace of god aircraft X went around due to low ceiling ground controller jumped up and said he had a vehicle on the runway. Rescue vehicle yelled he was in the grass. Nobody was watching me. I watched the aircraft being vectored to final. Still did not realize vehicle was on runway till ground controller yelled when I gave aircraft X his missed approach instructions. I did not sleep for a week.

Narrative: WX LOW IFR JUST FINISHED SEVERAL ARRS AND DEP. OVERHEARD CFR REQUEST TO DO RWY CHK WITH GND CTLR. WAS ADVISED BY GND CTLR 'THAT THE FIELD WAS HIS.' LATER TOOK HDOF OF ACFT X. ALL POS WERE MANNED. CC/LRAC; LCL CTL; GND CTL; CD/FD; SUPVR. I DID NOT PUT A MEMORY DEVICE IN BAY. EVERYONE WAS TALKING; NO TFC. I WORKED ACFT X AND CLRED HIM TO LAND AND I FORGOT I GAVE GND CTL THE FIELD. BY THE GRACE OF GOD ACFT X WENT AROUND DUE TO LOW CEILING GND CTLR JUMPED UP AND SAID HE HAD A VEHICLE ON THE RWY. RESCUE VEHICLE YELLED HE WAS IN THE GRASS. NOBODY WAS WATCHING ME. I WATCHED THE ACFT BEING VECTORED TO FINAL.
