Narrative:

We were advised from ATC to climb to 7000'. I asked the first officer to request 8000'. After a short period of time the aircraft was climbing out of 6000 for 7000'. I advised the first officer '1000' to go.' the first officer indicated that we were cleared to 8000 out of 7500'. ATC asked what altitude we were climbing to. I replied 8000'. ATC advised climb and maintain 8000'. After some discussion with my first officer, he indicated he must have forgotten to make the request. The problem stems from the lack of qualified pilots and also the lack of training in the commuter industry.

Title: COMMUTER LTT ALT DEVIATION OVERSHOT DURING CLIMB.

Narrative: WE WERE ADVISED FROM ATC TO CLB TO 7000'. I ASKED THE F/O TO REQUEST 8000'. AFTER A SHORT PERIOD OF TIME THE ACFT WAS CLIMBING OUT OF 6000 FOR 7000'. I ADVISED THE F/O '1000' TO GO.' THE F/O INDICATED THAT WE WERE CLRED TO 8000 OUT OF 7500'. ATC ASKED WHAT ALT WE WERE CLBING TO. I REPLIED 8000'. ATC ADVISED CLB AND MAINTAIN 8000'. AFTER SOME DISCUSSION WITH MY F/O, HE INDICATED HE MUST HAVE FORGOTTEN TO MAKE THE REQUEST. THE PROB STEMS FROM THE LACK OF QUALIFIED PLTS AND ALSO THE LACK OF TRNING IN THE COMMUTER INDUSTRY.
