Narrative:

We were taxiing to runway 9L to hold short of 18. Ground control told us to cross 18 position and hold. The first officer read the clearance back. When we entered the runway we switched to local and he asked if we were on the runway. We responded affirmative. He then had another aircraft sidestep to runway 9R and asked us if we had received clearance onto the runway. I then told him ground controller had cleared us into position. He then stated 'no problem,' and cleared us for takeoff. I feel the practice cvg has of permitting ground control to clear an aircraft into 'position and hold' may have contributed to this misunderstanding. I'm still not sure what happened, but feel the problem could be eliminated by the sep of duties with no one other than the local controller being able to issue the position and hold clearance.

Title: COMMUTER ACFT WAS CLEARED INTO TKOF POSITION BY GND CTLR WHEN LCL CTLR HAD ANOTHER ACFT ON FINAL THAT RWY. OPERATIONAL DEVIATION.

Narrative: WE WERE TAXIING TO RWY 9L TO HOLD SHORT OF 18. GND CTL TOLD US TO CROSS 18 POS AND HOLD. THE F/O READ THE CLRNC BACK. WHEN WE ENTERED THE RWY WE SWITCHED TO LCL AND HE ASKED IF WE WERE ON THE RWY. WE RESPONDED AFFIRMATIVE. HE THEN HAD ANOTHER ACFT SIDESTEP TO RWY 9R AND ASKED US IF WE HAD RECEIVED CLRNC ONTO THE RWY. I THEN TOLD HIM GND CTLR HAD CLRED US INTO POS. HE THEN STATED 'NO PROB,' AND CLRED US FOR TKOF. I FEEL THE PRACTICE CVG HAS OF PERMITTING GND CTL TO CLR AN ACFT INTO 'POS AND HOLD' MAY HAVE CONTRIBUTED TO THIS MISUNDERSTANDING. I'M STILL NOT SURE WHAT HAPPENED, BUT FEEL THE PROB COULD BE ELIMINATED BY THE SEP OF DUTIES WITH NO ONE OTHER THAN THE LCL CTLR BEING ABLE TO ISSUE THE POS AND HOLD CLRNC.
