We were cleared to 'taxi to' runway 32. As I approached a runway I asked 'cleared to taxi to 32?' 'yes.' crossed runway, no traffic in sight. As I went down the parallel tower said, 'we didn't mean to set you up, but 'taxi to' doesn't give you clearance to cross the active.' I said, 'clearance to 'taxi to' clears me to cross all runways to get to approach end of runway.' they said 'we were discussing it up here and 'taxi to' does not clear you to cross the active.' my bible says 'taxi to' clears you to taxi on all txwys and intersecting runway, but not to 'taxi on' the active. At gso the only way to get to runway 32 is to cross 32. I think a better clearance from ground would have been 'runway 32 taxi southwest hold short 32.' in the future I shall, before crossing any runway, check with ground. It adds to the radio noise but may save me a letter from the FAA!

Narrative: WE WERE CLRED TO 'TAXI TO' RWY 32. AS I APCHED A RWY I ASKED 'CLRED TO TAXI TO 32?' 'YES.' CROSSED RWY, NO TFC IN SIGHT. AS I WENT DOWN THE PARALLEL TWR SAID, 'WE DIDN'T MEAN TO SET YOU UP, BUT 'TAXI TO' DOESN'T GIVE YOU CLRNC TO CROSS THE ACTIVE.' I SAID, 'CLRNC TO 'TAXI TO' CLRS ME TO CROSS ALL RWYS TO GET TO APCH END OF RWY.' THEY SAID 'WE WERE DISCUSSING IT UP HERE AND 'TAXI TO' DOES NOT CLR YOU TO CROSS THE ACTIVE.' MY BIBLE SAYS 'TAXI TO' CLRS YOU TO TAXI ON ALL TXWYS AND INTERSECTING RWY, BUT NOT TO 'TAXI ON' THE ACTIVE. AT GSO THE ONLY WAY TO GET TO RWY 32 IS TO CROSS 32. I THINK A BETTER CLRNC FROM GND WOULD HAVE BEEN 'RWY 32 TAXI SW HOLD SHORT 32.' IN THE FUTURE I SHALL, BEFORE XING ANY RWY, CHK WITH GND. IT ADDS TO THE RADIO NOISE BUT MAY SAVE ME A LETTER FROM THE FAA!
