Narrative:

Upon approach the flaps failed to come down so we were forced to abandon the approach. We ran the emergency non/normal procedure and tried to trouble shoot the problem. Approach gave us headings and altitudes away from the airport after the captain declared an emergency. We notified dispatch and all the appropriate channels of our situation. After we were satisfied with the procedures we ran; we attempted another approach and landing which was a nonevent. The flaps fault light coming on was out of our control and could not be avoided.
