Narrative:

I was working arrival west and south at ind. We were very busy landing aircraft on runway 13 and departing aircraft on runway 22R. At X50 am, I received a radar handoff on medium large transport X inbound from the northeast, well outside my airspace. The supervisor asked me to work this and 2 other aircraft inbound from the northeast due to the high workload the other arrival controller was already experiencing. At X54 am I told medium large transport X to reduce speed to 200 KTS and then descend and maintain 10000' MSL. Due to traffic on my side of the localizer, I did not notice small transport Y at 10000' also inbound from the northeast. Medium large transport X overtook small transport Y and sep decreased to 1 mi at the same altitude. Turns were then issued to increase sep. The computer C/a did not activate until the aircraft were already turning to diverging headings. I believe moderate to heavy traffic and having to work aircraft well outside my airspace contributed to the error. I recommend that workload be more evenly distributed to arrival controllers via a feeder controller, and increased flow control and holding patterns should be used during IFR WX conditions to relieve congestion on the downwinds so that arrival controllers can concentrate more on the final approach. Please note the final extended to 25-30 mi from the airport and both arrival controllers were having to issue s-turns on the downwind until openings occurred on the final. Callback conversation with reporter revealed the following: the cause of the system error was determined to be that reporter descended his aircraft in another controller's sector west/O first getting permission. The supervisor that asked reporter to work this medium large transport in the other approach controller's airspace expected reporter to vector the medium large transport over the airport, into his airspace before he descended for approach. This, however, was not said to the reporter nor were any special instructions given with the handoff. Reporter stated that there was a facility-wide misunderstanding about the letter of agreement between ind approach control and ZID. Since this system error, the entire facility has been briefed on this airspace matter and a special committee has been formed to review airspace matters and recommend improvements. Reporter has been selected for this committee.

MLG X OVERTOOK SMT Y AND SEP DECREASED TO 1 MI AT THE SAME ALT. TURNS WERE THEN ISSUED TO INCREASE SEP. THE COMPUTER C/A DID NOT ACTIVATE UNTIL THE ACFT WERE ALREADY TURNING TO DIVERGING HDGS. I BELIEVE MODERATE TO HEAVY TFC AND HAVING TO WORK ACFT WELL OUTSIDE MY AIRSPACE CONTRIBUTED TO THE ERROR. THIS, HOWEVER, WAS NOT SAID TO THE RPTR NOR WERE ANY SPECIAL INSTRUCTIONS GIVEN WITH THE HDOF. RPTR STATED THAT THERE WAS A FAC-WIDE MISUNDERSTANDING ABOUT THE LETTER OF AGREEMENT BTWN IND APCH CTL AND ZID. SINCE THIS SYS ERROR, THE ENTIRE FAC HAS BEEN BRIEFED ON THIS AIRSPACE MATTER AND A SPECIAL COMMITTEE HAS BEEN FORMED TO REVIEW AIRSPACE MATTERS AND RECOMMEND IMPROVEMENTS. RPTR HAS BEEN SELECTED FOR THIS COMMITTEE.
