Narrative:

On arrival at syr VOR, no further instructions were given until requested. 090 degree heading and descent to 3000 or 5000' (I forget which) was then given. We then saw medium large transport Y type pass approximately 1000' under us. Several more turns and descent to 4000' was given, then, at 4400' MSL we were told to 'stop at 4400'.' we did and again saw an medium large transport pass below, ahead to our right, very close but not alarmingly so. We were in and out of clouds. Controller told us to turn right to 360 degrees, intercept VOR 32 approximately radial and descend to 3000'. He then said, 'are you descending medium large transport X?' we were and replied so he said, 'turn right to 020 degrees, traffic off your left.' we turned, looked, but saw no traffic (still in and out of clouds). A voice came on, idented as xyz, saying that he came, 'too close to medium large transport X, passed within 1/2 mi of medium large transport X,' etc. We never saw him, but he and the controller did not seem happy! I talked with the supervisor on duty by phone and he said he was aware of the problem, was pulling for tapes in answer to my question said that the problem would definitely be handled 'in house.' he also said that there was no problem with us, that we were 'right on altitudes and headings.'

Title: LESS THAN STANDARD SEPARATION BETWEEN 2 ACR-MLG BEING VECTORED FOR APCH BY TRACON. OPERATIONAL ERROR.

Narrative: ON ARR AT SYR VOR, NO FURTHER INSTRUCTIONS WERE GIVEN UNTIL REQUESTED. 090 DEG HDG AND DSCNT TO 3000 OR 5000' (I FORGET WHICH) WAS THEN GIVEN. WE THEN SAW MLG Y TYPE PASS APPROX 1000' UNDER US. SEVERAL MORE TURNS AND DSCNT TO 4000' WAS GIVEN, THEN, AT 4400' MSL WE WERE TOLD TO 'STOP AT 4400'.' WE DID AND AGAIN SAW AN MLG PASS BELOW, AHEAD TO OUR RIGHT, VERY CLOSE BUT NOT ALARMINGLY SO. WE WERE IN AND OUT OF CLOUDS. CTLR TOLD US TO TURN RIGHT TO 360 DEGS, INTERCEPT VOR 32 APPROX RADIAL AND DSND TO 3000'. HE THEN SAID, 'ARE YOU DSNDING MLG X?' WE WERE AND REPLIED SO HE SAID, 'TURN RIGHT TO 020 DEGS, TFC OFF YOUR LEFT.' WE TURNED, LOOKED, BUT SAW NO TFC (STILL IN AND OUT OF CLOUDS). A VOICE CAME ON, IDENTED AS XYZ, SAYING THAT HE CAME, 'TOO CLOSE TO MLG X, PASSED WITHIN 1/2 MI OF MLG X,' ETC. WE NEVER SAW HIM, BUT HE AND THE CTLR DID NOT SEEM HAPPY! I TALKED WITH THE SUPVR ON DUTY BY PHONE AND HE SAID HE WAS AWARE OF THE PROB, WAS PULLING FOR TAPES IN ANSWER TO MY QUESTION SAID THAT THE PROB WOULD DEFINITELY BE HANDLED 'IN HOUSE.' HE ALSO SAID THAT THERE WAS NO PROB WITH US, THAT WE WERE 'RIGHT ON ALTS AND HDGS.'
