Narrative:

I was working the controller in charge and ground control positions combined; when the local controller instructed an EA300 to 'line up and wait' on runway 10L; local controller said the pilot responded with 'roger' and did not read back the luaw instructions. The pilot taxied on the runway and took off without a clearance. The BE35 that was landing on the crossing runway at the same time was sent around to avoid a conflict. Pilots need to review airport diagrams and be more familiar with the type of surface areas the are operating into before departure at all times.

Title: PBI Controller described an unauthorized take off event after a 'line up and wait' clearance was issued resulting a go around on an intersecting runway.

Narrative: I was working the Controller In Charge and Ground Control positions combined; when the Local Controller instructed an EA300 to 'line up and wait' on Runway 10L; Local Controller said the pilot responded with 'roger' and did not read back the LUAW Instructions.
