Narrative:

While working I noticed the aircraft in proximity to nellis AFB airspace. I talked across the room asking if the aircraft was pointed out to nellis AFB. The response was that the aircraft was on a staav departure. I have reported this procedure numerous times and have pointed out this numerous times to my local facility management with no response. The staav departure is not separated from nellis airspace. The 7110.65 says we need 1.5 miles from adjacent airspace. I was wondering what the new separation standard for airspace is since we obviously don't need 1.5 miles anymore. Recommendation; I would move the staav way point on the staav departure 1.7 miles south of its current position.
