Narrative:

Clear, beautiful sun pm and anc tower busy. Tower delayed frequency change to departure control. Pilot initiated change approaching control zone boundary. Immediately informed of traffic, '1 O'clock less than 1 mi.' small aircraft float plane at 1500' plus or minus. Situation could have been avoided if the tower had called the traffic at the control zone boundary or switched us to radar departure sooner.

Narrative: CLR, BEAUTIFUL SUN PM AND ANC TWR BUSY. TWR DELAYED FREQ CHANGE TO DEP CTL. PLT INITIATED CHANGE APCHING CTL ZONE BOUNDARY. IMMEDIATELY INFORMED OF TFC, '1 O'CLOCK LESS THAN 1 MI.' SMA FLOAT PLANE AT 1500' PLUS OR MINUS. SITUATION COULD HAVE BEEN AVOIDED IF THE TWR HAD CALLED THE TFC AT THE CTL ZONE BOUNDARY OR SWITCHED US TO RADAR DEP SOONER.
