Narrative:

I was cleared to taxi from north t-hangars to runway 35. In order to get to runway 35, I had to cross the north end of runway 17-35. Since I was cleared to runway 35 west/O any restrictions, I crossed runway 17-35. The ATC's questioned why I crossed the runway. I explained that his clearance did not specify any 'hold short of 17' restriction. Callback conversation with reporter revealed the following: reporter is also a controller. He stated olathe controller claims last sentence of 7110.65 section 7, paragraph 3-81b indicates 'this does not authorize to enter or cross assigned takeoff runway at any point.' according to reporter other pilots have had same problem and other controllers agreed with reporter's interpretation. Reporter also considers that he crossed runway 17, not 35.

Title: RWY TRANSGRESSION UNAUTH RWY CROSSING.

Narrative: I WAS CLRED TO TAXI FROM N T-HANGARS TO RWY 35. IN ORDER TO GET TO RWY 35, I HAD TO CROSS THE N END OF RWY 17-35. SINCE I WAS CLRED TO RWY 35 W/O ANY RESTRICTIONS, I CROSSED RWY 17-35. THE ATC'S QUESTIONED WHY I CROSSED THE RWY. I EXPLAINED THAT HIS CLRNC DID NOT SPECIFY ANY 'HOLD SHORT OF 17' RESTRICTION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR IS ALSO A CTLR. HE STATED OLATHE CTLR CLAIMS LAST SENTENCE OF 7110.65 SECTION 7, PARAGRAPH 3-81B INDICATES 'THIS DOES NOT AUTHORIZE TO ENTER OR CROSS ASSIGNED TKOF RWY AT ANY POINT.' ACCORDING TO RPTR OTHER PLTS HAVE HAD SAME PROB AND OTHER CTLRS AGREED WITH RPTR'S INTERPRETATION. RPTR ALSO CONSIDERS THAT HE CROSSED RWY 17, NOT 35.
