Narrative:

A B737 was assigned to cross the buzzy intersection at 11;000 ft as per the LOA between ZDC and rduz. The B737 was switched to rduz. A few minutes later I noticed the B737 did not cross buzzy at 11;000 ft but more like 12;800 ft. I believe this is a direct result of rduz clearing the aircraft to 'descend via' the RASKL1 arrival which in turn deletes any previous altitude restrictions. The RASKL1 arrival differs from the ZDC/rduz LOA in that the STAR indicates to cross buzzy at or above 11;000 ft. This is a safety issue. Recommendation; the RASKL1 arrival along with the FRAZI1; MEYER1 and ZODAS1 arrivals need to comply with altitude restrictions already contained in the ZDC/rdu LOA. Until such time; these arrivals should not be in use.
