The weight and balance manifest was delivered to cockpit with the valet bags listed as having been loaded in the aft cargo compartment when they were actually loaded in the forward cargo compartment. The loading agent was called and advised of the error. There were no bags listed as being loaded in the forward cargo compartment when SOP dictates that the valet bags are loaded there. Inattention to proper completion of the weight and balance manifest by ramp agents. This is a continuing issue. The loading agent was summoned and the weight and balance manifest was corrected.

Title: An air carrier captain reported that ramp agents loaded bags in the forward cargo compartment as per SOP but the weight and balance manifest indicated they were loaded in the aft cargo compartment. The manifest was corrected before departure.
