Narrative:

Flight landed on runway 31L at jfk, exited delta taxiway and was cleared to the ramp via the outer and sierra between taxiway vb and va. An air carrier widebody transport accelerated from a stopped position on the ramp, entered va and made a left turn on the outer, forcing our flight to make an abrupt, emergency stop to avoid colliding with the wing of the widebody transport. Either the widebody transport was trying to beat us to the va intersection at the outer, or the crew was completely negligent in seeing an aircraft already moving on the outer, a perimeter taxiway. In either event, an unsafe situation was created by other air carrier. Jfk ground concurred it was an unsafe maneuver by the widebody transport.

Title: ACR-WDB TAXIED IN FRONT OF ACR-LGT FORCING A SUDDEN STOP TO AVOID COLLISION.

Narrative: FLT LANDED ON RWY 31L AT JFK, EXITED DELTA TXWY AND WAS CLRED TO THE RAMP VIA THE OUTER AND SIERRA BTWN TXWY VB AND VA. AN ACR WDB ACCELERATED FROM A STOPPED POS ON THE RAMP, ENTERED VA AND MADE A LEFT TURN ON THE OUTER, FORCING OUR FLT TO MAKE AN ABRUPT, EMER STOP TO AVOID COLLIDING WITH THE WING OF THE WDB. EITHER THE WDB WAS TRYING TO BEAT US TO THE VA INTXN AT THE OUTER, OR THE CREW WAS COMPLETELY NEGLIGENT IN SEEING AN ACFT ALREADY MOVING ON THE OUTER, A PERIMETER TXWY. IN EITHER EVENT, AN UNSAFE SITUATION WAS CREATED BY OTHER ACR. JFK GND CONCURRED IT WAS AN UNSAFE MANEUVER BY THE WDB.
