I took a deviating aircraft from ZNY heading southbound that should have been heading wbound at FL310. Widebody transport X was northbound descending to FL290. Neither aircraft would turn right due to WX. I told widebody transport X, 'immediate descent to FL290,' and large transport Y to, 'turn left to 090 degrees and climb to FL330.' large transport Y said, 'too heavy to climb, am turning left now.' aircraft passed 1 mi latitude and 1500' vertical.
