Narrative:

I was working ground control on 7/tue/88 at approximately XA00 local. Prior to the incident, kennedy was operating landing 22L, departing 22R, with overflow arrs, mainly propellers, landing 13R. I was instructed to prepare for a runway change; to depart 13R, land 13L, overflow arrs to 22L. I called on frequency for the bird cars to sweep the 13's. Vehicle called me at the approach end of runway 13R due to poor coordination on my part, I misunderstood that runway 13R was my runway, when in fact it still belonged to local for overflow arrs. I authorized car #78 to proceed on 13R for the bird sweep. The local controller, unaware of my action, cleared an small aircraft to land 13R as he (local) instructed the small aircraft to turn off the runway and contact ground, he observed the vehicle on the runway. The small aircraft landed and exited without incident and after further proper coordination, the bird sweep was completed and car exited 13R. I believe the situation occurred because of a lack of proper coordination on my part. One contributing factor is the distance from the tower to the approach end of runway 13R; because although he scanned the runway prior to issuing landing clearance, the local controller could not, or did not see the vehicle.

Title: VEHICLE CLEARED ONTO RWY 13R FOR INSPECTION WITH SMA LNDG, RESULTING IN LESS THAN STANDARD SEPARATION.

Narrative: I WAS WORKING GND CTL ON 7/TUE/88 AT APPROX XA00 LCL. PRIOR TO THE INCIDENT, KENNEDY WAS OPERATING LNDG 22L, DEPARTING 22R, WITH OVERFLOW ARRS, MAINLY PROPS, LNDG 13R. I AUTHORIZED CAR #78 TO PROCEED ON 13R FOR THE BIRD SWEEP. THE LCL CTLR, UNAWARE OF MY ACTION, CLRED AN SMA TO LAND 13R AS HE (LCL) INSTRUCTED THE SMA TO TURN OFF THE RWY AND CONTACT GND, HE OBSERVED THE VEHICLE ON THE RWY. THE SMA LANDED AND EXITED WITHOUT INCIDENT AND AFTER FURTHER PROPER COORD, THE BIRD SWEEP WAS COMPLETED AND CAR EXITED 13R. I BELIEVE THE SITUATION OCCURRED BECAUSE OF A LACK OF PROPER COORD ON MY PART. ONE CONTRIBUTING FACTOR IS THE DISTANCE FROM THE TWR TO THE APCH END OF RWY 13R; BECAUSE ALTHOUGH HE SCANNED THE RWY PRIOR TO ISSUING LNDG CLRNC, THE LCL CTLR COULD NOT, OR DID NOT SEE THE VEHICLE.
