Engine received from vendor; full qec (quick engine change) with 'serviceable' pmi tag. [We] continue to receive engines that need corrective actions before engine could be used for a scheduled installation. Some items are repetitive; (fuel control unit) FCU/throttle gearbox rigging; ATR (auto throttle retarder) bellcrank attachment worn; thrust reverser actuating system lubrication not complied with; thrust reverser actuating system rig points not correct. [I suggest] better quality oversight at vendor to assure that instructions within the air carrier job cards are followed; actual observance when components are installed for proper fit; function; serviceability of components prior to qec build.

Title: An engine Mechanic reports about the lack of adequate Quality Assurance by his carrier's representatives at a contract vendor's repair facility. His shop continues to receive engines that need corrective actions on QEC components before an engine can be installed on their CRJ-200's; even though the engines are received with a signed 'Serviceable' PMI Tag.
