Narrative:

For the second time in 2 weeks; I cannot access the flight papers for the first flight of the day. I get a message 'no flight plan call dispatch.' whoever is managing this program is doing a great job. Never had this problem when the operations representatives were doing it. Make sure whoever is in charge gets a big bonus. Now I am going to the aircraft to try to pull papers there. I tried in operations 1 hour 10 mins before departure and no papers.

NOW I AM GOING TO THE ACFT TO TRY TO PULL PAPERS THERE. I TRIED IN OPS 1 HR 10 MINS BEFORE DEP AND NO PAPERS.
