A line mechanic reports an A319 captain noted the overhead panels on the main panel 20VU were incorrectly installed. A blanking panel had been installed between the air conditioning control module panel 30VU and the electrical control module panel 35VU. Narrative:
Flight crew reported overhead panels on 20VU incorrectly installed. Blanking panel installed between 30VU and 35VU. Blanking panel should have been installed above per wiring diagram figure-1. We deplaned passengers and depowered aircraft; reconfigured aircraft panels to proper positions per (aircraft wiring manual) awm 93-00-20. This was a vendor repaired aircraft.
