Narrative:

Landed on runway 18L at rvs and was told to hold short of runway 18R and contact ground. Contacted ground and received clearance to cross runway 18R. No other instructions or advisories. While crossing runway 18R 1 was busy clearing north and south for possible takeoff or landing traffic. As I cleared (taxied off) runway 18R I began to swing the nose of my bi-plane to the right to check in front of me and there was an small aircraft stopped immediately in front of me. I had to slam on the brakes and my plane nosed over onto its back barely missing the small aircraft. The small aircraft had stopped well short of the next intersecting taxiway. I could have pulled in behind him had I known he was there. He must have landed on runway 18R the same time I was landing on runway 18L. By the time I was holding short of runway 18R he was not visible to me. I feel ground control cleared me across runway 18R when there was not adequate room for me to clear the runway onto the taxiway in a normal fashion. If they had given me any warning that another airplane was in the area they cleared me to, I could have cautiously taxied in behind him. Ground controller needs to be more careful of the clrncs they give aircraft that have restr visibility. They will let you know that they expect prompt compliance of their instructions. In the future I will be able to give them cautious compliance after careful assessment of the situation.

Title: GND CONFLICT BETWEEN 2 GA-SMA'S AT RVS OK. REPORTER STOPPED SO SUDDENLY THAT HIS ACFT NOSED OVER ONTO IT'S BACK.

Narrative: LANDED ON RWY 18L AT RVS AND WAS TOLD TO HOLD SHORT OF RWY 18R AND CONTACT GND. CONTACTED GND AND RECEIVED CLRNC TO CROSS RWY 18R. NO OTHER INSTRUCTIONS OR ADVISORIES. WHILE XING RWY 18R 1 WAS BUSY CLRING N AND S FOR POSSIBLE TKOF OR LNDG TFC. AS I CLRED (TAXIED OFF) RWY 18R I BEGAN TO SWING THE NOSE OF MY BI-PLANE TO THE RIGHT TO CHK IN FRONT OF ME AND THERE WAS AN SMA STOPPED IMMEDIATELY IN FRONT OF ME. I HAD TO SLAM ON THE BRAKES AND MY PLANE NOSED OVER ONTO ITS BACK BARELY MISSING THE SMA. THE SMA HAD STOPPED WELL SHORT OF THE NEXT INTERSECTING TXWY. I COULD HAVE PULLED IN BEHIND HIM HAD I KNOWN HE WAS THERE. HE MUST HAVE LANDED ON RWY 18R THE SAME TIME I WAS LNDG ON RWY 18L. BY THE TIME I WAS HOLDING SHORT OF RWY 18R HE WAS NOT VISIBLE TO ME. I FEEL GND CTL CLRED ME ACROSS RWY 18R WHEN THERE WAS NOT ADEQUATE ROOM FOR ME TO CLR THE RWY ONTO THE TXWY IN A NORMAL FASHION. IF THEY HAD GIVEN ME ANY WARNING THAT ANOTHER AIRPLANE WAS IN THE AREA THEY CLRED ME TO, I COULD HAVE CAUTIOUSLY TAXIED IN BEHIND HIM. GND CTLR NEEDS TO BE MORE CAREFUL OF THE CLRNCS THEY GIVE ACFT THAT HAVE RESTR VIS. THEY WILL LET YOU KNOW THAT THEY EXPECT PROMPT COMPLIANCE OF THEIR INSTRUCTIONS. IN THE FUTURE I WILL BE ABLE TO GIVE THEM CAUTIOUS COMPLIANCE AFTER CAREFUL ASSESSMENT OF THE SITUATION.
