Narrative:

Upon exiting the runway we were given instructions to taxi down taxiway F and hold short of runway 25R at F6. We exited the runway on G3 and when making the right turn to taxi east on taxiway F; we were headed for a street sweeper on taxiway F. The vehicle didn't seem to see us at first. I turned on all taxi and runway lights to get his attention. We stopped the plane and inquired to the tower as to the vehicle. They called the vehicle and told them to give way. The driver said that he couldn't move off the side of the taxiway and go into the dirt. He had moved off the taxiway; but was still on the side of the taxiway. We were on the right side of the yellow centerline of the taxiway; and it appeared that we would still have to taxi over him to go by. We stayed where we were and waited for him to turn around and leave. He then proceeded to tell the tower that he'd just drive by. He drove under the left wingtip as he drove west on the shoulder of taxiway F. The tower controller was operating the ground; tower and clearance; and didn't seem to know where his vehicles were; and getting a word in edgewise on the frequency was very difficult. The driver's actions in driving his tall vehicle under my wingtip at night on a taxiway shoulder was unacceptable and I told tower so. We continued to the gate after he left. Once off the aircraft a city of ZZZ employee came to ask us questions about the incident. He informed us that the driver would not be driving on txwys until the investigation was complete.

Title: A320 ENCOUNTERS A SWEEPER VEHICLE ON THE TXWY AFTER LNDG. CAPTAIN IS DISTRESSED WHEN THE SWEEPER DRIVES UNDER THE ACFT'S WING TO ELIMINATE THE CONFLICT.

Narrative: UPON EXITING THE RWY WE WERE GIVEN INSTRUCTIONS TO TAXI DOWN TXWY F AND HOLD SHORT OF RWY 25R AT F6. WE EXITED THE RWY ON G3 AND WHEN MAKING THE R TURN TO TAXI E ON TXWY F; WE WERE HEADED FOR A STREET SWEEPER ON TXWY F. THE VEHICLE DIDN'T SEEM TO SEE US AT FIRST. I TURNED ON ALL TAXI AND RWY LIGHTS TO GET HIS ATTN. WE STOPPED THE PLANE AND INQUIRED TO THE TWR AS TO THE VEHICLE. THEY CALLED THE VEHICLE AND TOLD THEM TO GIVE WAY. THE DRIVER SAID THAT HE COULDN'T MOVE OFF THE SIDE OF THE TXWY AND GO INTO THE DIRT. HE HAD MOVED OFF THE TXWY; BUT WAS STILL ON THE SIDE OF THE TXWY. WE WERE ON THE R SIDE OF THE YELLOW CTRLINE OF THE TXWY; AND IT APPEARED THAT WE WOULD STILL HAVE TO TAXI OVER HIM TO GO BY. WE STAYED WHERE WE WERE AND WAITED FOR HIM TO TURN AROUND AND LEAVE. HE THEN PROCEEDED TO TELL THE TWR THAT HE'D JUST DRIVE BY. HE DROVE UNDER THE L WINGTIP AS HE DROVE W ON THE SHOULDER OF TXWY F. THE TWR CTLR WAS OPERATING THE GND; TWR AND CLRNC; AND DIDN'T SEEM TO KNOW WHERE HIS VEHICLES WERE; AND GETTING A WORD IN EDGEWISE ON THE FREQ WAS VERY DIFFICULT. THE DRIVER'S ACTIONS IN DRIVING HIS TALL VEHICLE UNDER MY WINGTIP AT NIGHT ON A TXWY SHOULDER WAS UNACCEPTABLE AND I TOLD TWR SO. WE CONTINUED TO THE GATE AFTER HE LEFT. ONCE OFF THE ACFT A CITY OF ZZZ EMPLOYEE CAME TO ASK US QUESTIONS ABOUT THE INCIDENT. HE INFORMED US THAT THE DRIVER WOULD NOT BE DRIVING ON TXWYS UNTIL THE INVESTIGATION WAS COMPLETE.
