Narrative:

Approaching eastbound airport from east, heard 1 aircraft in right-hand traffic runway 34. Winds were light and variable. Elected to do straight-in approach runway 16. Called 5 mi final and told other traffic (Y) we (X) were looking for him. Aircraft Y said he would try to get in a quick touch and go before our arrival. We told him we were still looking for him. Called 2-MI final. Aircraft Y said he was on downwind. Called 1/2 mi final and still looking for aircraft Y. He called right base. Observed aircraft Y while rolling out on runway in front of us 1 1/2 mi on final and told him we say him. Aircraft Y called a go around.

CALLED 2-MI FINAL. ACFT Y SAID HE WAS ON DOWNWIND. CALLED 1/2 MI FINAL AND STILL LOOKING FOR ACFT Y. HE CALLED RIGHT BASE. OBSERVED ACFT Y WHILE ROLLING OUT ON RWY IN FRONT OF US 1 1/2 MI ON FINAL AND TOLD HIM WE SAY HIM. ACFT Y CALLED A GAR.
