Narrative:

I requested release from center for a aircraft 1 off runway 2L. Usually its via the obstacle departure procedure; but center issued a 360 heading. Our diverse vectoring area for fai is 032 clockwise to 197. I told center that I didn't think I could do that and suggested a 032 heading. Fai was IFR and the aircraft just wanted a local IFR to get on top and go VFR. Better letters of agreement and procedures with zan center and training on those procedures and LOA's would be beneficial.

Title: When ANC ARTCC assigns a heading not in compliance with diverse vector area; FAI Tower ATCS recommends a better departure heading to comply with requirements. ARTCC controls the airspace on the midshift while FAI TRACON does so during the day.
