Narrative:

On approach at 2500 ft MSL and 170 KIAS with flaps 20 selected I requested 'gear down; flaps 30.' as soon as the flaps indicated 30 the flaps fail caution illuminated. We advised tower that we had a flaps failure and asked to fly the missed approach. They handed us off to approach and we held while we ran the pom checklist for flaps fail. After a few minutes of trying unsuccessfully to contact dispatch we advised company ops that we were going to land. Our corrected landing distance came to 5000 ft with a runway length of 6500 ft. We declared an emergency with approach so that the emergency vehicles would be standing by. The landing was uneventful and we taxied to the gate. Performed the fault reset procedure and deferred the flaps fail under MEL 27-00-1 flaps fail tracking.
