Narrative:

Upon bringing the gear down on approach to the runway we received a steering inoperative caution message. The captain declared an emergency as we slowed to vref and ATC asked us to side step over to the other runway. The captain took over the controls as I verified that ATC was aware we may not be able to clear the runway. We landed; cleared the runway; and reset the nose wheel steering. We taxied to the gate and called maintenance and dispatch.
