Narrative:

During initial climb; shortly after the completion of the after takeoff checklist; the #2 rh tail pipe hot light illuminated with the associated master caution light. We completed the emergency action card and the tail pipe hot light stayed illuminated. We proceeded to the emergency checklist which had us shut the engine down. We called ATC and declared an emergency. We notified dispatch and operations. We talked with the flight attendant; and the passengers and proceeded to make an uneventful approach and landing. I am not sure why the event occurred; but I suspect it is associated with the de-icing.
