Narrative:
While taxiing forward toward the gate; a ground vehicle towing a baggage cart was seen in my peripheral vision to rapidly enter the clear area under the aircraft's left wing and did a 270 degree turn and exited the clear area necessitating an abrupt stop. Once clear I began moving forward and once again the same vehicle repeated his maneuver; and stopped. I then opened the window; made eye contact with the driver and gestured for him to stay away. Parking was then completed. Mia operations was called to relay this information to a ramp supervisor.

Title: A B757-200 Captain reported unsafe driving by a tug operator while the reporter was approaching the gate.
Narrative: While taxiing forward toward the gate; a ground vehicle towing a baggage cart was seen in my peripheral vision to rapidly enter the clear area under the aircraft's left wing and did a 270 degree turn and exited the clear area necessitating an abrupt stop.
