Aircraft cleared for localizer/DME approach to maintain 190K to initial approach fix. Aircraft was descending to IAF altitude and flaps and landing gear extended to aid descent (minimum speed limitation for use of flight spoilers on this aircraft is 200 KIAS). Upon reaching IAF altitude, flaps were partially retracted to aid in maintaining airspeed. Airspeed was allowed to decay to 180-170K and approach was not advised by pilot. Approach questioned if 190K speed restriction was received. This was acknowledged. Aircraft was changed to tower frequency and landing accomplished. Following aircraft landed with adequate spacing and was given no speed reduction, to this crews' knowledge. Crew was in error by not advising approach of reduction in assigned airspeed. 190K speed at IAF in IFR conditions is excessive to accomplish normal approach and descent confign to landing. Published speed for this aircraft is 140 KIAS at least 2 NM prior to IAF.

Title: ACR LGT SPEED DEVIATION AFTER ACCEPTING A CLRNC WITH ASSIGNED AIRSPEED TO IAF.
Narrative: ACFT CLRED FOR LOC/DME APCH TO MAINTAIN 190K TO INITIAL APCH FIX. ACFT WAS DESCENDING TO IAF ALT AND FLAPS AND LNDG GEAR EXTENDED TO AID DSCNT (MINIMUM SPD LIMITATION FOR USE OF FLT SPOILERS ON THIS ACFT IS 200 KIAS).
