Narrative:

New york center was busy when we checked in; the captain was talking on the radio. We were flying as flight abcd and there was another company aircraft flight abed on the same frequency. We were at 18000 feet in a cloud layer with a rough ride. Captain asked ATC for lower. ATC said 'abcd descend and maintain 17000.' the captain read the clearance back and we proceeded to descend to 17000. A few minutes later ATC asked why we were at 17000 feet. Captain responded 'because we were assigned 17000.' then ATC said; 'no you were not that was for abed.' then the captain said; 'we told you we were in a rough ride at 18000 and needed to descend; and you told us to descend to 17000.' the controller then said; 'I don't have time to debate this;' and the captain's response was; 'neither do I.' that was the end of the incident.
