Narrative:
I was warned by ATC that there might be an aircraft departing my airport that did not have a radio that had telephoned his intentions to fly to ZZZ. I did spot the aircraft departing and flying in the traffic pattern with no lights while it was enroute to ZZZ. The aircraft departed with a known electrical system failure and flew to ZZZ with no lights or radio putting my aircraft; crew; and passengers in danger. They stated that the electrical system failed after they departed but that can't be true because they telephoned ZZZ about the failure before they departed and I saw them depart with no lights.
